She received her undergraduate degree from Reed College and her Ph.D. from the University of California, Los Angeles, specializing in marriage law and feminist theory. She has taught at UCLA and at Eastern Kentucky University. Zeigler is the coauthor (with Gregory G. Gunderson) of a book on gender and the military, Moving Beyond G.I. Jane: Women Warriors and the U.S. Military (2005).
