Ethics for a 21st Century Army: Creating a Code of Professional Military Ethics

America is currently facing a set of extraordinary strategic and military challenges. The U.S. military has seemed trapped between two apparently competing conceptions of the use of force: the Powell Doctrine that emphasizes overwhelming force and the Petraeus Doctrine focused on the protection of civilians.

How can these conceptions be reconciled in a morally responsible way? What are the basic principles that should guide professional soldiers in the 21st century?


Major Chris Case teaches philosophy at the United States Military Academy, West Point.

David Rodin is a philosopher from the University of Oxford and a Senior Fellow at the Carnegie Council.

Both are assisting in drafting the proposed code of Professional Military Ethics through the Army Center for the Professional Military Ethic.
