Filipov has served as an advisor on administrative and judicial reform with the World Bank office in Sofia, Bulgaria, and as a private lawyer dealing primarily with large privatization transactions.
His current work focuses on legal harmonization in preparation for Bulgaria’s accession to the European Union in 2007, specifically the emerging conflicts between utility deregulation and the social and economic rights of Bulgarian consumers in rural areas.
